Escrick Parish Council Update
Bus stop: The provision of bins has been agreed by City of York Council.
Planning: The District Council has advised that they expect to do a further round of consultation on the local plan in the late summer/early Autumn. This is expected to include some additional sites put forward since the consultation in March, and may include an emerging preference on the new settlement proposals.
Highways: The Parish Council has received another complaint about parking associated with the primary school. It was agreed to pass this to the primary school for now, but when Covid restriction have ended to explore whether there are more proactive steps that can be taken.
Shop: The desire for a Post Office and/or shop in the village was a key theme from the Neighbourhood Plan surveys. Cllr Hawes has agreed to develop proposals as how the Parish Council might support this ambition, including looking at community shop schemes operated in other villages.
Maintenance: Cllr Chambers has painted the wooden posts at the Jubilee memorial, and replanted the planters in front of the village signs. The bushes overhanging the coronation memorial are to be trimmed back to allow the area to be tidied.
Council: The Annual Meeting of the Parish Council was held on 4th May. The annual governance and account statements were approved. Cllr Rowson and Cllr Reader agreed to continue as Chair and Vice-Chair for a further year to allow others to prepare to take-on these roles.
Parish Council meeting dates: Councillors agreed to cancel June’s meeting. Assuming no major changes to easing of Covid restrictions the Council will return to physical meetings from July. Escrick Parish Council Update
Bus stop:
The passenger transport team at City of York Council are still pursuing the installation of bins, road markings, and getting the stops added to the ‘All York’ travel ticket zone.
A decision on additional lighting has been put on hold until next winter.
Planning:
The Neighbourhood Plan working group are finalising documentation for informal public consultation, which will hopefully commence during May.
Highways:
North Yorkshire County Council has confirmed that their schedule of work for 2021/22 includes the ‘village gateway’ on Skipwith Road, and dropped kerbs for accessibility at various junctions in the village.
The request for double yellow lines on Skipwith Road north of Dower Chase is still pending, as is the request for a 20mph zone on Carr Lane in the vicinity of the primary school.
The bridge on Main St has been repointed, and a bid for funding has been submitted to fully repair the leaning parapet.
Councillors: We welcome Glen Hopkinson onto the Council, who was co-opted at April’s meeting. We still have two vacancies for Parish Councillors. Please contact the clerk or chair if you are interested in getting involved.
Parish Council meeting dates: May’s meeting has been rescheduled to 4th May. From 6th May the Council is no longer legally allowed to hold online meetings, as this would require Government to amend Primary Legislation. Councillors will agree at May’s meeting how the Council will continue to operate, as not all Councillors are comfortable to return to physical meetings. Bus stop:
Options for lighting at the bus stops are still being explored. Rubbish bins have been requested, but City of York Council have advised that this is outside the area covered by their service.
Planning:
Selby District Council consulted on its new ‘local plan’ during February / March. The Parish Council received various representations from residents and other members of the public, primarily about the potential new settlement of Heronby proposed to the south west of the village. North Yorkshire County Council have now rejected the planning application for a waste sorting site at the former Stillingfleet Mine site.

Escrick Parish Council Update
Highways:
The police undertook spot checks on vehicles travelling on Skipwith Road through the village. They found that all vehicles were either under the 7.5T limit, or had a legitimate exemption to be using the road.
Bus stop:
A bus shelter has been installed for the York-bound bus stop. Councillors reviewed options from City of York Council for lighting the stops. The Parish Council agreed in principle to provide funding for City of York Council to install lighting, but asked City of York Council to propose lighting appropriate for the setting in a rural conservation area with consideration to the impact on nearby properties.
Playing Field:
The Parish Council has agreed to allow Wheldrake Junior Football Club (which many of the children in the village attend) to use the playing field for Saturday morning sessions. Guidance on parking has been provided, and this will initially be every other week for one season to gauge feedback.

This is a plan that sets out a vision and framework for future growth of Selby district, identifying where new housing, employment and other development could take place. Highways:
Skipwith Road speeding: The County Council has confirmed that it will proceed with the design for a village gateway at the entrance to the village from the south.
Lorries passing through the village: The police have advised it is not feasible to stop and check vehicles for compliance with the weight restrictions through the village. The majority of Councillors felt this wasn’t a satisfactory answer, and have asked the police to reconsider their position.
Accident damage to verge: The County Council has confirmed it will repair the verge, kerbstones and hydrant damaged in the accident in early December, but cannot confirm timescales for the work.
Bus stop:
The Parish Council has agreed to co-fund a bus shelter with City of York Council, which has been ordered. A quote for a streetlight is being prepared with the intention of having a light to cover both bus stops.

Escrick Parish Council Update
Highways:
Skipwith Road speeding: A site meeting was held with a highways representative from North Yorkshire County Council. Several potential speed mitigation measures were discussed, the two most feasible being (a) the construction of a ‘village gateway’ (fences either side of the road, with a narrowing painted on the road), and/or (b) a ‘build-out’ (like at Cawood, where the road is briefly narrowed to one lane). NYCC may have funding for the village gateway, but the Parish Council would need to fund a build out. The Council agreed to initially implement a ‘village gateway’ and to make budget provision for a build-out, if the gateway wasn’t effective alone.
20mph school zones: The County Council has amended its criteria for 20mph zones around schools. The Parish Council confirmed it supported a 20mph zone on Carr Lane in principle, subject to consultation on signage to avoid sign clutter.
Dangerous/inconsiderate parking: The Parish Council has received several reports of dangerous and inconsiderate parking in the village, but also concerns that traffic warden/police action is not very neighbourly given the ongoing pandemic. The Parish Council felt that given the public safety implications, residents should nonetheless report dangerous parking to the police via 101 or the safer neighbourhoods team.
Lorries passing through the village: Concerns were raised that lorries are passing through the village despite the 7.5T environmental weight restriction. It was explained that the 7.5T restriction does not apply to vehicles accessing sites within the restriction area, and that there was a lot of agricultural activity within the area, and the food processing plant near Thorganby, that may account for at least some of the traffic. It was agree to request that the police undertake spot checks to ascertain if there is a problem with lorries using the route unlawfully.
A19: The Parish Council is awaiting further discussion with City of York Council about a pedestrian crossing.
Bus stop:
The 415 is now using the bus laybys outside the SangThai. The Parish Council is working with City of York Council to get options for a bus shelter and lighting as a priority, and has agreed in principle to contribute to the cost of these.
Budget:
The Council has set its budget for 2020/21, increasing the precept from £19,000 to £20,000 per annum. The increase broadly reflects the increase in non-discretionary costs since the last increase 4 years ago. This will allow for around £6,000 of maintenance and discretionary spending. The key items budgeted for being a contribution to the cost of a bus shelter and lighting for the bus stops on the A19 and a contribution to costs of speed calming on Skipwith Road. Planning:
Selby District Council is expected to start a consultation early in the new year on its new ‘local plan’. This is a plan that sets out a vision and framework for future growth of Selby district, identifying where new housing, employment and other development could take place.
In early 2020 the District Council consulted on the issues and options, and in the summer land-owners were invited to submit any land to be considered for development. This allows the District Council to identify potential sites, before evaluating which of these potential sites are preferred. This takes into account a wide range of factors, from access to employment and services, through to flood plain and designations such as green belt. It also considers what infrastructure investments are required to support the proposed sites. For housing, national Government sets targets for the number of houses to be built, and the district council is required to produce a Local Plan that identifies sufficient sites to accommodate these.
In early 2021 the District Council will carry out a public consultation on the preferred sites. Several sites have been submitted for consideration within Escrick Parish. The Parish Council will endeavour to make residents aware and represent residents’ views when the consultation is published. In parallel with the Local Plan, the Neighbourhood Plan Working Group is making good progress on the Neighbourhood Plan for Escrick Parish. This will complement the Local Plan providing more local context, policies and design guidelines.
Playground:
The Council was made aware that the police were investigating reported breaches of social distancing legislation at the playground. As a result, a temporary ‘3pm until dusk’ closure was introduced during November. This has now been lifted. The Council has worked hard to keep the facility open for residents, and it is important that our rules and national legislation are complied with to achieve this.

Highways:
A19: The Parish Council has contacted City of York Council & Deighton Parish Council to explore the possibility of a pedestrian crossing just to the north of the Church, and is awaiting further discussion.
Skipwith Road speeding: The Council has contacted the highways team, and is awaiting a site meeting. The vehicle activated sign has been repaired under warranty.
Planning:
The Council has been made aware that the District Council will no longer write to residents with notification of planning applications in the vicinity of their property. The Parish Council has asked the District Council to review this decision. Residents can sign-up to receive email alerts of planning applications in their postcode online: https://public.selby.gov.uk/online-applications/.
Two Councillors attended a briefing from Selby District Council (SDC) regarding the new local plan that they are developing. Landowners have submitted potential sites for SDC to consider, this includes several sites around Escrick Village and one on Cawood Road. Significantly more land has been put forward across the district than is expected to be required, so not all sites will be progressed. There will be a public consultation on sites in the new year. Maintenance:
The village green association have completed the majority of the work to replace the fence along Carrs Meadow.
Playground:
The Council reviewed the latest COVID legislation and guidance, and agreed that the playground would remain open with continuation of the measures and restrictions agreed in July. This decision will be kept under review and residents are encouraged to check website/signage for any changes.
Bus stop:
The 415 bus will use the bus stop laybys outside the Sangthai from 23rd November. This is due to concerns with the safety of the stops at the Lychgate. The Parish Council is liaising with City of York Council to try to improve amenities at the laybys. A bus shelter has been requested for the northbound stop, and lighting options are being investigated.
Suppliers:
From time to time the Council requires ad hoc services such as tree works, hedge trimming, painting and path sweeping. If you would like to be considered for such work when needs arise, please contact the clerk (clerk@escrick.org) with details of the services you are interested in providing. The grass cutting contract will be tendered in December. If you would like to receive the invitation to tender when published, please contact the Clerk.
Vacancies:

Highways:
A19: There has been no further response from North Yorkshire County Council regarding the proposed traffic light scheme. Therefore the Parish Council has reluctantly accepted that there is no realistic prospect of the scheme being progressed at present. The Parish Council will contact City of York Council / Deighton Parish Council to explore the possibility of a pedestrian crossing just to the north of the Church as an alternative.
Skipwith Road speeding: Following the concerns sent in July, the ‘95 Alive’ Road Safety Partnership has directed the Council to the County Council highways team to discuss measures that can be implemented to address the speeding concerns. The Council has contacted the highways team, and is awaiting their response.
Watermain burst: It was noted that there had been yet another burst and roadworks on the A19 outside the Parsonage, with associated disruption. The Council has written to Yorkshire Water raising concerns with the frequency of leaks and repairs in this area, and requesting a long-term solution.
VAS sign: The vehicle activated sign is currently out of action, due to an electrical fault. It is due to be repaired during October under warranty.
Planning:
The Council has agreed to undertake a review of Tree Preservation Orders in the village.
The application for a waste sorting site at the former Stillingfleet mine site has not yet be heard by committee.
It is understood that The Parsonage will be applying for retrospective planning permission for the conversion of part of their lawns to car parking.
Maintenance:
On Main St, the bus shelter woodwork has been repainted, and illumination installed for the Jubilee fountain.
One of the street lights at Hollicarrs Close has been knocked over. The Parish Council is arranging for a replacement to be installed.
Work on the village green fence is due to be completed during October.
The Council is chasing up with North Yorkshire highways regarding the repairs to Main St bridge, which was hit by a lorry in August 2019.
General:
The Council is waiting to hear when Arriva will start to use the bus stop laybys instead of stopping by the Lychgate. It was agreed that the Parish Council would explore the feasibility of getting a bus shelter installed at the layby.

Covid 19:
At September’s meeting the Parish Council reviewed arrangements, and agreed to keep these unaltered. The Council will continue to meet via video calls, and the playground will remain open with restrictions and an enhanced cleaning regime. Plans may change as the pandemic evolves and residents are encouraged to check the Council’s website for updates.
Highways:
Skipwith Road speeding: The Council has submitted a request to the ’95 alive’ road safety partnership requesting that they review the speeding issues on Skipwith Road. After some delay they have acknowledged the request, but are not in a position to progress at the moment due to staff shortages.
The vehicle activated sign is currently out of action, due to an electrical fault. It is due to be repaired during September under warranty.
Planning:
The application for clay extraction west of the A19 / business park was approved by North Yorkshire County Council in late July.
The application for a leisure/caravan park on the former North Selby Mine site was approved by City of York Council in August.
The application for increased in-fill at the former brickworks quarry west of the business park was approved by North Yorkshire County Council in early September.
The application for a waste sorting site at the former Stillingfleet mine site has not yet be heard by committee.
Maintenance:
The bus shelter woodwork is due to be repainted during September.
An order has been placed for an electrical supply to the fountain area, to allow the monument to be illuminated in due course.
Work on the village green fence has been delayed due to availability of contractors.

As the Parish Magazine is not being published at the moment, this month’s update is online only.
Covid 19:
At July’s meeting the Parish Council discussed whether to reopen the playground. It was agreed to reopen the playground with restrictions in line with Government guidance, and to keep the situation under review.
Highways:
A19/Skipwith Road junction scheme: The Chair of the Parish Council and County Councillor met with officers from North Yorkshire County Council highways team. The County Council confirmed that they had changed their position, and that for the scheme to go ahead the Parish Council would need to fund the full life cost of the scheme, not just the initial implementation. Also the PC would need to fund a further more detailed feasibility study. Officers undertook to investigate if there was any flexibility in this position. Disappointingly, it looks like despite the local support expressed in the consultation, that the scheme is unlikely to go ahead. The Parish Council and County Councillor are looking at other avenues that may offer opportunities to address the issue, such as a the Selby District Local Plan, and the Parish Council will revisit the topic in October.
Skipwith Road speeding: The Vehicle Activated Sign has been turned to face north for southbound traffic. Initial statistics have shown a similar issue with southbound speeding, and it was resolved to seek support from North Yorkshire County Council highways team on potential speed mitigation measures for the area.
Overgrown hedges outside the Parsonage: North Yorkshire County Council confirmed they are progressing through the steps required to take action.
Motorbike noise: It was noted there had been several complaints about motorbike noise, and that police had stepped up their presence in the area.
Bus stop:
It was agreed that the Council would ask North Yorkshire County Council to ask Arriva to stop using the unmarked bus stop locations outside the church, as this caused traffic congestion and a hazard to road users. It was suggested they stop in the lay-bys just north of the Sang Thai instead.
Planning:
It was agreed that the Parish Council would make further verbal representations at the City of York Council meeting on 8th July considering the application for a caravan/leisure park at the former North Selby Mine, focusing on ensuring that approval conditions are well defined, and that improvement to pedestrian/cycle access are strengthened.
The application for a waste sorting site at the former Stillingfleet mine site was due to go to NYCC planning committee in July, but appears to have been delayed again. The application for clay extraction west of Escrick business park is due to be heard in July.
Maintenance:
Requests for help with an ‘appearance and environment’ working party have had an enthusiastic response, and a small group of residents have made great progress at tidying the area around the fountain, and planting new plants. A wildflower border along Carr Lane is being considered as a potential next initiative.
