Parish Magazine Update - June 2020

Highways:
The Chair and County Councillor plan to meet officials later this month to try to find a way forward on the A19/Skipwith Road junction scheme.
The Skipwith Road speed sign will be turned later in the month to run a trial period on southbound traffic.
Issues with the missing H bar marking at the Main St crossing, and overgrown foliage outside the Parsonage remain outstanding, and will be escalated with the highways authority.
Residents are reminded to ensure that foliage from their property does not obstruct pavements or exacerbate moss build-up (taking care not to disturb any nesting birds).
Council members:
Ian Reynolds has stood down as a Councillor. We thank Ian for his brief return to the Council. We have two vacancies at present.
Planning:
The application for a waste sorting site at the former Stillingfleet mine site, and the application for clay extraction west of Escrick Business Park are both due to go to NYCC planning committee in July.
The application for increased infill activity at the former brickworks quarry west of the business park has been resubmitted. Residents that commented on the previous application are encouraged to resubmit their comments using the new application reference, as comments against the previous application are not automatically carried across.
At the time of writing there is no significant update on the caravan park application on the former North Selby Mine site.

The Neighbourhood Plan working group provided an update on their plans, in part adapting their plans to reflect the new work at District Council level on a new Local Plan for Selby District, new grant availability, and changes to working logistics due to Covid restrictions, further details can be found on the NDP section of our website.
Maintenance:
The Parish Council agreed plans to replace the low level fence along the village green on Carrs Meadow. The Village Green Association (VGA) will cover the majority of the costs and coordinate the work. The Parish Council agreed to contribute £500 in lieu of the income that the VGA would normally have been received from the 10k and ‘Dinner on the Green’. The County Councillor also kindly committed £1,000 from his locality grant budget.
Cllr Chambers has tended to the planters by the village signs, building new frames and planting new plants.
Cllr Rowson has varnished the Parish Council noticeboard, treated the Jubilee Monument with a memorial cleaner to reduce moss/lichen build-up, and cleared the overgrown buses behind the monument to allow replanting of suitable plants in the wall.
Various hedge trimming has taken place as agreed at May’s meeting.
The Village Green Association has undertaken work including laying a pipe to facilitate easier top-up of the pond from the beck, and repairing tyre tracks caused by an unauthorised vehicle over Christmas.
The Council noted the concerns reiterated by a resident regarding the build-up of moss and detritus on Wenlock Drive and the ongoing issue with bushes obstructing the footpath and exacerbating the moss/detritus build-up. As path sweeping is a District Council responsibility, the Parish Council agreed to request additional sweeping from Selby District Council, and write to the residents responsible for overgrown bushes. The District Council will also be asked to sweep in/around the traffic islands at the A19 junctions.
The Council discussed establishing a working group to try to catalyse and progress appearance and environment initiatives. The Council felt that this was best lead as a voluntary activity at arm’s length from the Council, but that it would in principle be receptive to providing some funding where appropriate. A budget of up to £100 was allocated for plants in the wall behind the Jubilee Monument.

Covid 19: In general, the Parish Council is continuing to operate. Legislation was introduced in April to allow Parish Councils to meet ‘virtually’ via video conferencing, and May’s meeting was held this way. The Council intends to continue to meet ‘virtually’ for the foreseeable future.
At the time of writing, the playground is closed in line with national regulations, albeit the playing field remains open for recreation. The Council has liaised with its grass cutting contractors, and as they have working practices to work in line with social distancing, grass cutting has been maintained to the usual schedule. The Council is reviewing the impact upon work on the Neighbourhood Development Plan.
The Council expressed its thanks to the Escrick Park Estate for keeping its permissive paths open for residents.
Highways:
A19/Skipwith Road junction scheme: There has been no further update from the County Council. As the next step was due to be a site meeting with officers, this is impacted by the pandemic.
Plans to re-orientate the VAS sign for southbound traffic are on hold pending the easing of the lockdown. In the meantime the impact of lockdown on traffic has been monitored, which has seen roughly a 2mph increase in average speed.

Maintenance:
The Parish Council has agreed a programme of maintenance for the year. This includes: painting the bus shelter woodwork; addressing concerns about the bus shelter electrics; tidying the area around the Jubilee fountain and treating the fountain with a monument treatment to reduce moss build-up (albeit plans to add lighting and flowers will be reviewed when the impact of Covid-19 on the Council’s budget is better understood); the village green fence along Carrs Meadow will be replaced by the Village Green Association (the Council will look at ways to find contributions to the cost of this, in lieu of the income that would have been received from the 10k and ‘Dinner on the Green’). Cllr Chambers has volunteered to attend to the planters in front of the village signs, and the Council expresses its thanks to the volunteers who have tended to these for the past few years. Additional pavement sweeping was considered, but Councillors retained the position that this should only be undertaken in areas of no residential frontage and elsewhere residents should be encouraged to take responsibility for the pavements outside their own homes.

Highways:
A19/Skipwith Road junction scheme: The Parish Council has chased NYCC for an update, but at the time of writing had not received a reply.
The Parish Council considered options for further deployment locations of the VAS sign, and agreed that the next location to be trialled is Skipwith Road southbound. This will involve installing an additional mounting on the existing post, so that the sign can be alternated between northbound and southbound directions.
Planning:
The application for a waste sorting site at the former Stillingfleet mine site is due to go to NYCC planning committee at the end of March. At the time of writing there is no significant update on the other major schemes in/around the Parish.
The Parish Council has made a response to Selby District Council’s consultation on their new local plan, which is available on the Parish Council website.
The Neighbourhood Development Plan (NDP) team has put forward proposals for how to approach the ‘site selection’ stage of the NDP project. However, the Parish Council deferred making a decision on the approach until site submissions have been received later in the month. Cllr Bartle has volunteered to take-over the chair of the NDP project, when Cllr Rees stands down in April.
Resilience:
The Parish Council received a presentation from Riccall and District Resilience Group explaining the work that they had done locally – preparing for situations such as floods, severe weather, power cuts, etc. The PC had agreed to review whether establishing something similar for Escrick.

Highways:
A19/Skipwith Road junction scheme: NYCC have acknowledged our request for a meeting to discuss the issues that they have recently raised, but at the time of writing the request is still outstanding.
Pavements: A further representation was made at February’s meeting that obstruction of pavements continues to be an issue in parts of the village. It was resolved to report the hedgerows concerned to NYCC requesting enforcement action. Bins and ‘pavement parking’ blocking pavements also continue to be an issue, and further guidance has been requested from SDC’s parking enforcement team.
Dropped kerbs: The Parish Council has submitted a request to NYCC for dropped kerbs to be installed at various locations in the village, with the priority areas being Carr Lane at the entrance of The Glade, and across the Carr Lane / Skipwith Road junction. NYCC has a rolling programme of improving accessibility of pavements (e.g. for wheelchair users), and these requests will be added to the list of requests for 2021.
Planning:
At the time of writing there was no significant update on the large planning applications in/around the Parish. We will provide updates on our website if we receive further updates regarding the former mine sites, quarry or tip site.
NDP:
The site selection phase of the NDP is now underway, and land-owners with potential sites for development have been requested to put these forward for consideration. In parallel the evaluation criteria for the site selection process is being developed by the NDP team.

At February’s meeting Terry Chambers and Ian Reynolds were both co-opted onto the Parish Council.

A19/Skipwith Road junction scheme: The Chair and County Councillor will be meeting with senior highways officers to discuss next steps on this initiative. There have been a number of notable changes since the public consultation. Adversely NYCC have raised the bar on their criteria for adopting the scheme. Conversely, changes in the national political context may mean that other sources of funding for the scheme (such as central Government grants) are more likely than had been previously assumed. We are working with our District and County Councillors to better understand options available and likelihood of success before confirming our focus. We remain keen to ensure that the issues associated with the A19 are addressed.
Vehicle activated speed sign for Skipwith Road: The sign was installed in mid-December. Anecdotal feedback from residents living near to the sign is that they have noticed an immediate reduction in speeding past their properties. The sign contains a data logger which captures a count of vehicles and multiple speed measurements of all passing vehicles. Data for December shows that more than half of vehicles monitored by the sign are exceeding 30mph, and nearly a quarter of vehicles are exceeding the “+10% + 2mph” threshold at which speeding tickets are normally issued. The sign is portable and can be moved to other approved locations around the village. The Parish Council have agreed in principle to trialling other locations in due course.
No through road for vehicles sign on the footpath between Carrs Meadow and Main St should have been installed by the time this update is published. This is to address an issue where delivery drivers are mistakenly trying to use this as an exit route, and having to reverse back along the footpath when they reach the bollards.
Main St bridge damage: The bridge over the beck was hit and damaged by a lorry in August. The highways authority have confirmed that the bridge is safe, and that repairs are being scheduled for later in the year. The delay to undertaking the repairs is in part due to the requirement to erect scaffolding over the beck.
Sharing roads and pavements: The Parish Council has received several concerns regarding inconsiderate parking in the village. Residents are requested not to park on pavements, nor to park where it blocks dropped kerbs for crossing at junctions. In addition to the general inconvenience, we have several wheelchair users in the village, along with numerous pushchair users, and blocking pavements and dropped kerbs makes their mobility around the village particularly difficult. Similarly residents are requested to take care when putting out bins and recycling crates that these do not obstruct the pavements. Finally residents are requested to show consideration when parking that they do not block access along the road, and/or access to driveways.
Maintenance:
The Parish Council procured some additional pavement sweeping in December to supplement that done by the District Council. This included the pavements north of the Skipwith Road/A19 junction, the footpath between Carrs Meadow and Main St, and footpath leading to the playground. The arrangements in place allow the Council to call-off additional work when required.
Planning:

A19/Skipwith Road junction scheme: At the time of writing there is no further progress to report and we are continuing to work with our County Councillor to progress.
Maintenance issues: A representative of North Yorkshire County Council highways department attended December’s Parish Council meeting to discuss a number of reoccurring issues:
- Surface water flooding and blocked drains: The drains reported as blocked have been cleared, and a collapsed drain on Carr Lane has been scheduled for repair. The highways officer advised that there is no budget available to improve any underlying issues.
- Missing/worn parking restriction markings in vicinity of the primary school: The highways officer explained that these are low priority, and their sub-contractor had until March 2020 to complete the work. Parish Councillors expressed their disappointment that it could be 18 months from when this was raised to the missing lines being repainted, but were unable to get the work brought forward.
- Overgrown hedges/vegetation: The highways authority have agreed to write to two of the landowners where complaints of hedges obscuring visibility/access have been raised. The officer explained that there is a warning process, but if the landowners didn’t respond then NYCC would cut back the vegetation and pass the cost on to the landowner concerned.
- Moss on pavements: The Parish Council has been directed to take this up with the District Council.
No vehicles sign for the footpath between Carrs Meadow and Main St: The highways authority has confirmed that the Parish Council can go ahead and put up signage to discourage delivery drivers attempting to use this as a shortcut.
Vehicle activated speed sign for Skipwith Road: This has been ordered. The mounting post has been installed, and the sign itself should be installed soon.
Maintenance:
The Parish Council has agreed to procure some additional pavement sweeping to supplement that done by the District Council.
Precept:
The Parish Council has decided to keep its Precept (Council tax) unchanged at £19,000 for the year Apr 2020 – Mar 2021.

A19/Skipwith Road junction scheme: At the time of writing we are still waiting for the final proposal from North Yorkshire County Council, which is required to support our application for authority to borrow the funds for the scheme. Our County Councillor is supporting us to progress this.
Maintenance issues: There are a number of reoccurring maintenance issues including blocked drains, pavement conditions and overhanging vegetation which the Parish Council has requested the support of the County Councillor in escalating these with the Highways Authority.

A19/Skipwith Road junction scheme: At the time of writing we are waiting for the final proposal from North Yorkshire County Council, which is required to support our application for authority to borrow the funds for the scheme. This has taken longer than expected, but we continue to chase this along.
Vehicle activated speed sign: We have received a £1000 grant from North Yorkshire County Council towards the cost of a vehicle activated speed sign (approximately a third of the total cost). The sign will initially be located on Skipwith Road in the vicinity of the bridge, alternating between a southbound and northbound orientation. We can consider installing further mounting posts elsewhere in the village in future.
Street sweeping and tidying:
The Parish Council has a small budget to pay someone to undertake seasonal street sweeping on key pavements and footpaths in the village, and locations such as the bus shelter. If you may interested in this work, please contact Kevin Moran: Cllr.Moran@escrick.org
New Clerk:
We welcome Sally Look as the new Parish Council Clerk, following the resignation of the previous clerk for personal reasons in the summer.
Planning:
Caravan / leisure park at former North Selby mine site: The proposed site has been reduced in scale, mitigating several of the concerns previously raised by the Parish Council. The Parish Council will continue to push for further mitigations to improve the quality of the proposals
Clay extraction west of business park: A planning application has been submitted for the phased ‘quarrying’ of clay from a 150 acre site north and west of the business park, over a period of 20 – 30 years from 2023. The Parish Council has raised concerns about the impact on highways (forecast ~ 100 additional HGV entries/exits per day), the loss of agricultural land and disruption from noise/dust. The Council is also seeking robust assurances that unlike other sites in the district that timely restoration will be enforced

A19/Skipwith Road junction scheme: We have submitted the application for authority to borrow funds and are awaiting feedback. We are aware that people are keen to know when the scheme will be implemented, but at this stage of the process it is unclear when this will be, but it will be months rather than weeks. There are a number of procedural steps we need to go through to get authority to borrow, apply for a loan, and contract with North Yorkshire County Council for the work.
We are aware that some people regard the scheme as unnecessary and would prefer different options to be pursued. To recap the key points outlined in the public consultation, this is the only option that the highways authority considers to be implementable that addresses the concerns raised.
Vehicle activated speed sign:
The County Councillor has made available £1,000 grant towards the cost of a vehicle activated speed sign for Skipwith Road.
Neighbourhood Development Plan:
The project is now moving forward to schedule public consultation on the core themes. We will hold a public meeting on “Transport and Movement” and “Community and Amenities” at the village hall on Sunday 20th October. Planning:
Former North Selby mine site: At the time of writing the planning authorities are still considering the application. Highways England has lifted its ’notice of non-determination’ on the application, being satisfied that the impact on the A19/A64 junction is acceptable. We understand that the size of the proposal has been reduced by approx. 20%, albeit this has not been formally confirmed.
Former Stillingfleet Mine site: At the time of writing there is no further update on the application for a waste sorting centre.
Escrick brickworks tip variation: At the time of writing there is no further update on the application to extend the volume of waste to be deposited at the site.
Clay extraction west of business park: A planning application for clay extraction is expected soon.

A19/Skipwith Road junction scheme: Thank you to everyone who took part in the consultation. Councillors debated the scheme on 1st July, including the findings of the precept increase consultation, and resolved to apply to the Secretary of State for authority to borrow the funds to finance the scheme. This is the first of a number of steps that have to happen before the scheme can go ahead, these include receiving the permission to borrow, applying for the loan itself, placing the order with North Yorkshire highway, who in turn will need to do a consultation on the scheme design. Skipwith Road speeding: The Parish Council has agreed to buy a portable vehicle activated speed sign which can be moved between different locations in the Parish. It was agreed that the initial location should be Skipwith Road in the vicinity of the Carr Lane junction. A contribution to the cost of the sign and mounting post is expected from the County Councillor’s highways budget.
Planning:
Former North Selby mine site: At the time of writing the planning authorities are still considering the application. Highways England has however placed a ’notice of non-determination’ on the application. This means that the planning authorities cannot grant permission for the scheme until Highways Englands’ concerns which primarily relate to the impact on the A19/A64 junction have been adequately addressed.
Former Stillingfleet Mine site: We have been advised that planning officers will be recommending that the application for a waste sorting site is declined.
Escrick brickworks tip variation: At the time of writing there is no further update on the application to extend the volume of waste to be deposited at the site.
Clay extraction west of business park: A planning application for clay extraction is expected over the summer.
