A brief guide to planning

Most planning applications in Escrick Parish are determined by North Yorkshire Council. 

Escrick Parish Council, as a statutory consultee, is asked to comment on all planning applications within the Parish. 

North Yorkshire Council must take into account, but not necessarily follow, the views or recommendations of the Parish Council.

The Parish Council is consulted for its local knowledge but does not determine a Planning Application. The role of North Yorkshire Planning and Regulatory Functions Committee is to exercise the County Council’s powers and duties as a development control authority to deal with all planning applications and matters relating to monitoring, review and enforcement of planning control which are for the County Council to determine. This includes all functions listed in Part A of Schedule 1 to the Local Authorities (Functions and Responsibilities) (England) Regulations 2000.

Much of Escrick village is designated as a conservation area. This creates additional restrictions on otherwise routine changes such as putting up a satellite dish, or trimming of trees.

How do I view a planning application?

What do I do if I have an interest or want to object to a planning application?

First you should view the plans and supporting documentation.

If you wish to object you must write to, or email the planning authority. You can also send a copy to the Parish Clerk so that we are aware of your views. Unless you have valid planning reasons, your letter will be wasted.

Listed below are some reasons for objecting to a particular application:

  • Highways – access/roads unsuitable for the development (where access is a relevant consideration).
  • Loss of light – dependent on the size/siting of the development to a neighbouring property's principal windows (can they be directly looked into?).
  • Design/size/scale/materials of proposal in relation to the existing property, neighbouring properties and general location.
  • Effect on/loss of protected trees or listed buildings
  • Setting listed buildings on Conservation Area.
  • Noise, fumes, smell or loss of privacy.
  • Risk of flooding as a result of the proposal.
  • Loss of a valuable facility if dealt with in the local plan.

Things which are not normally planning considerations include:

  • Loss of view/aspect.
  • Personal matters relating to the specific applicant.
  • Changes to land/property values.
  • Personal taste with respect to the proposal.

Neighbourhood Development Plan

A neighbourhood development plan (NDP) has been developed to support planning policy for Escrick Parish. After extensive consultation within our community and externally - we now have a formal Neighbourhood Plan and Design Codes for Escrick Parish.  Please note Policy H6 - Design - page 32 policy narrative - "All planning applications will be expected to reference the Design Code to show how it has been applied.
