MINUTES OF ESCRICK PARISH COUNCIL HELD ON MONDAY 11TH MAY 2009 AT ESCRICK & DEIGHTON SOCIAL CLUB

MATTERS ARISING:
ESCRICK PLAYING FIELD

Mr Mannix reported the 10k run is to be held on 23rd August 2009. This run is being supported by the Village Green Committee who have been awarded a grant by the Breathing Spaces.
Annual safety check is going to be done this month. Strimming is going to be done soon and this will be done on an annual basis and the monies from the 10k run will pay for this work.

FLOODING
A meeting with Yorkshire Water was held on site. YW were looking at a number of possibilities to alleviate the flooding problems. She had been informed incorrectly that the school could not be flooded as it was at a higher level as their records related to the Old School. One of the solutions could be for water to go into storage before it was taken to the existing pumps, or to upgrade the pumps. Mrs Price's list of complaints was handed to YW. We await YW's report.
No update has been received from MP John Grogan.
Mr Skilbeck reported that since last June sewage is still in the school gardens in the parking area near the buildings and has not been removed. The chair will write to the school asking if they are aware of this.

CLEANING STREET LIGHTS AND REPLACING BULBS
Tarmac have not replied to requests from the clerk to quote for this and the chair proposed we abandon this quote as there were insufficient funds to cover this work. The clerk to enquire from Tarmac if they clean the covers when repairing the lights.

The clerk to report that the light No 3 Dower Chase is still not repaired and the light in bus shelter not working.

THE SEAT AT THE BUS STOP BY THE CHURCH ENTRANCE
Mr David Luscombe has refurbished the seat to a high standard. He had to do more work than first anticipated so the bill was slightly higher than estimate. Seat now back in situ.

ESTATE - ALLEYWAY
Clerk to chase Estate about the incomplete work.

HIGHWAYS
The clerk has received notification from Highways about the ownership of the hedge outside the Old Police Houses and are investigating with the Land Registry. They will take responsibility while the investigation is on going and will cut the hedge back if it becomes overgrown prior to verifying ownership of this hedge.

DISTRIBUTION LIST
The distribution list of addresses that each councillor will handle in the event of a leaflet distribution was updated. The clerk to distribute the completed list.

MAINTENANCE OF ‘GREEN' AREAS
The chair and clerk agreed to make a list of areas of ‘green' areas around the village to establish which ones are covered and those which are not. We will arrange for a tender to go out on these areas.

POLICE REPORT
The Police Support Officers sent their apologies for not being able to attend tonight's meeting. They will talk to the clerk about any policing issues.
Inspector Dave Pegg has left Selby area and has been replaced by Inspector Chris Witty.

ELECTION OF NEW COUNCILLORS
There are two vacant posts on the Parish Council as Mrs Wainwright and Mr Reynolds have resigned. The clerk pointed out that if councillors are aware of any individuals interested in filling the posts, they can be co-opted on to the council. A notice in the parish magazine will be placed advertising the posts. If there are more than two persons interested an election will have to be held. The clerk to enquire how much costs are if an election is required.

PLANNING APPLICATIONS
No new planning applications have been submitted.

CORRESPONDENCE
A letter of resignation from the Parish Council received from Mr Reynolds.

Deans Landscapes's charges for the forthcoming year. It was agreed to accept this quote.

A number of complaints about noise from helicopters at Crabtree. It was agreed that the noise level was not excessive.

Mr Andy Gurnell from Science City York has offered to attend a parish council meeting to discuss their plans for the North Selby Mine. Clerk to invite him for the next meeting.

CE Electric requested an updated inventory on lights in the village. The clerk replied this has not changed since the last inventory.

Mr Bill Reader wrote to the clerk:
"As it seems to be the policy now to get officials from the District and County offices to deal with local complaints, rather than the old friendly approach to the occupiers, I would suggest that we approach the various bodies and ask for an officer to go all round the parish, notifying all those guilty of obstructing the footpaths, sight lines and lighting.
It would save us having so many individual complaints to notify the Clerk, who then has to notify the official concerned of each individual case."
Clerk to ask Mark Lumby at North Yorkshire County Council Highways if he could walk round the village on a regular basis to inspect that the footpaths are kept clear of any overhanging branches.

Mrs Coulson reported the Escrick Parish Council web page is out of date.

The clerk to ask Mrs Casling to update the meeting on the progress about the vehicle actuated signs.
