MINUTES OF ESCRICK PARISH COUNCIL HELD ON MONDAY 7TH JANUARY 2008 AT ESCRICK & DEIGHTON SOCIAL CLUB

MATTERS ARISING:
ESCRICK PLAYING FIELD
Mrs Mannix sent an
update:
A day of weed pulling is being organised by the Playing Field
Association. Proposed date for the 10k run is the 14th June. Problems with
moles and the chair to contact the school to ensure both are attended
to.

The Playing Field Association has put in request for equipment from Open Spaces. They are going to change their financial year end to be the same as the parish council.
Mr Forster noted that the path was covered in leaves. Also that the
hedge near the entrance to the playing field was overgrown. The Chair to
enquire from the school if this hedge is owned by them.

David Thomlinson cut the hedge and he told Mr Reynolds that it would be
sensible to clear a tractor wide track on the inside adjoining the hedges
by removing the trees planted there, transplanting those to replace ones
that have died off. Mr Forbes Adam made the point that tree moving should
be done by the end of February. Chair would inform Gina Mannix of this.

THE HEDGES AROUND THE VILLAGE INCLUDING THE HEDGE OUTSIDE THE OLD
POLICE HOUSES IN CARR LANE
Mrs Coulson has enquired from the
estates department of North Yorkshire County Council about ownership of
the hedge outside the Old Police Houses in Carr Lane and also from the
drainage board with no conclusion at present

Mike Lumby from Selby highways has been to see the two property owners of overgrown hedges on Skipwith Road and they will cut these back.

Mr Smowton is going to speak to the
parties concerned and will then write a letter.

Mr Reynolds
had arranged for David Thomlinson to cut the hedge (see above) as
requested. The council thanked Mr Thomlinson for his prompt action.

Mrs Mannix was not at the
meeting to give an update.

Mr Barry Derbyshire of
Selby highways has confirmed this work will commence and the clerk to
update on progress at the beginning of February.

PROPOSAL FOR A BY-PASS AT ESCRICK
No further developments
since the last meeting. Further update may be available at the beginning
of February. The chair to place an article about this in the parish
magazine.

THE SEAT AT THE LYCHGATE
Mr Bill Reader has spoken to Mr Ian
Milnes who will repair and paint the seat. The meeting asked for this
thanks to be passed on to him.

PLANNING APPLICATIONS

spoken to residents of Hollicarrs whose main concerns are about the
increased traffic. No other objections were made and it was agreed we
would pass on the residents concerns - SDC permission granted

erection of a two storey side extension at 46 Main Street Escrick. The
Parish Council stand by their previous objections to this new proposal. We
also would like that if approval is given to this latest submission the
decking should be at ground level rather than raised to prevent any
problems now or in the future with views across to the path on the
entrance into the primary school. Also we would not be happy about
permission being granted for a garage to be added in the future. - SDC

CORRESPONDENCE
The next Joint Action Group Meeting is on
Tuesday 11 March 7pm at Barlby High School
ANY OTHER BUSINESS
Mr Bill Reader asked if the Victoria Jubilee Fountain could be tided
with a chain link fence around and for the fountain to be
cleaned.

Mr Forster requested that Onyx are asked to clear up leaves along the
footpath near to the church. The clerk to ask Onyx.

The meeting thanked Mr Forbes Adam for clearing up copse without any charge.
Mr Russell asked if the meeting would approve his proposal to have the North Yorkshire Police anti-social behaviour leaflet printed and distributed to all householders in the parish. The cost of producing 400 copies £135 and for including this leaflet in the parish magazine £30. The meeting unanimously agreed to have these leaflets printed and distributed.
Mr Russell informed the meeting that an application for a grant from the BBC Breathing Places Grant has been applied for. The estimate for clearing the pond, layering the surrounding trees, purchasing benches and seating, and buying a portable PA system would be circa £8,000.
Mr Russell asked if there had been any progress on getting the official
duck warning signs from North Yorkshire Highways. The clerk to make
enquires.

Mr Smowton reported on a meeting held at the primary school about traffic and parking along Carr Lane. At this meeting it was agreed to request for yellow lines and/or 20mph speed limit on Carr Lane from the A19 to Carrs Meadows. A notice is to be placed in the parish magazine and the school is to encourage parents not to park on Carr Lane but to park on Main Street when dropping/collecting their children.
