MINUTES OF ESCRICK PARISH COUNCIL MEETING HELD ON MONDAY 30TH APRIL 2007 AT 7.30PM IN ESCRICK & DEIGHTON SOCIAL CLUB

MINUTES OF LAST MEETING WERE READ AND AFTER AN ALTERATION WAS MADE UNDER CORRESPONDENCE THIRD PARAGRAPH FOURTH SENTENCE "the residents around Hollicarrs had not been shown the plans", MR REYNOLDS PROPOSED THEY BE APPROVED AND THIS WAS SECONDED BY MR FORSTER

MATTERS ARISING:
SKIPWITH ROAD SPEED CHECK
The clerk has contacted the new Police Inspector, Inspector Dave Pegg, for this area who has taken over from Insp Mark Goulding and is awaiting his reply. The clerk to invite Insp Pegg to a future Parish Council meeting.

There has been a lot of anti-social behaviour with damage being caused at the school, Queen Margarets, The Parsonage and Traves who have paid out £600 to have graffiti removed from their premises. The clerk to inform Insp Pegg about these incidents. Mr Reynolds has been in discussion with Queen Margarets about improving the fence between the playing field and the school.

ESCRICK VILLAGE SIGN
The clerk has ordered this sign and it is expected to be erected soon.

ANTI GRAFFITI PAINT
The chair and Mr John Reader have completed the work. The chair thanked Cllr Liz Casling for obtaining the paint.

ESCRICK PLAYING FIELD ASSOCIATION
Mrs Mannix reported that their funds were in credit at £2,132 and the yearly inspection which is due soon is to be paid by them. She has contacted Selby District Council about the graffiti without any success and Mrs Liz Casling is to make enquiries on her behalf. They are discussing placing a circuit around the field with equipment to encourage more use of the playing field by adults - some concerns were expressed about having adult facilities in close proximity to the play equipment.

NYCC FEASIBILITY STUDY FOR A PEDESTRIAN CROSSING
North Yorkshire County Council have turned down the Parish Council's request for a pedestrian crossing on the A19 in the village for a number of safety related reasons.

MOLE CONTROL
It was agreed to pay the bill for £36.00 for mole clearing at the playing fields. Rabbit control would in future be dealt with by a separate company. The two firms will clear the moles/rabbits on the village green, at the school and on the playing fields.

AFFORDABLE HOUSING MEETING
Mrs Wainwright attended the meeting on affordable housing and this scheme is to buy up land in the area and the Parish Council to be responsible for building affordable housing and to manage them. The main obstacle she learnt at the meeting was obtaining land from the landowners at an affordable price.

BUDGET 2007-08
The chair will draw up a budget of expenditure for the forthcoming year. Councillors are invited to consider what funding requests they would like the council to incorporate in the budget for discussion at the next meeting.
The chair to place an article in the parish magazine asking any groups in the village who require funding to send in their proposals.

PARISH COUNCIL ELECTIONS
The deadline for nomination papers for elections for parish councillors was missed due to the clerk's holidays and a new date is to be set in June for elections. The AGM will be held when the revised date is advised by SDC. The clerk will arrange for the parish council post to be collected from her and delivered to the chair if she is away for more than seven days.

POST OFFICE CLOSURE THREAT
Mrs Liz Casling had been to a meeting at North Yorkshire County Council and has condemned the closure of rural Post Offices as these are a vital part of communities. There is a threat to the future of the post office in Escrick as Wheldrake and Riccall have vehicle licensing facilities and there is a cash point at the BP garage in Escrick; these sites are within a four mile radius of Escrick. The chair to look at Age Concern's website which are campaigning for village post offices to be kept open.

CORRESPONDENCE
Sarah Moisely wrote requesting a better disabled access into the playing field as she has two children aged 4 and 22 months and has difficulty with the gradient to the field. The chair to enquire about the cost of making improvements to the pathway surface.

Ms Judy Wanless will not be seeking re-election due to her elderly Mother's frail condition. The clerk to write to thank her for her services.

Community Safety Joint Action Group is to meet next on Tuesday 12th June 2007 at North Duffield Village Hall at 7pm prompt. Mr Skilbeck had attended the last meeting and reported that any proposals Escrick required needed more votes from Escrick as this was the only way that any proposals would be considered.

Selby District Association of Voluntary Services next meeting is on Wednesday 9th May 2007 at 7pm in the Community House, Portholme Road, Selby.

ANY OTHER BUSINESS
Mr Forster reported that two street lights were out in Dower Chase and he would contact the clerk with the correct details.

Mrs Wainwright requested if funds were available for an additional light on Main Street. To be placed on next agenda.
She also reported that the drains along Main Street and Carr Lane have again being causing problems and the latest had been last week when Queen Margaret's School had unexpectedly emptied a large volume of water out of their swimming pool which had caused the manhole cover in Carr Lane to lift up and spill out sewerage onto the road. The chair to write about this and invite the Drainage Board to a parish council meeting.
